Aleksandrov Aleksandr Alekseevich is a Captain 2nd Rank, Chief of Staff — Deputy Commander of the Brigade — military unit 80515 — 4th Submarine Brigade of the Novorossiysk Naval Base of the Black Sea Fleet of the Russian Navy of the Russian Armed Forces.

According to open registries, while serving as Chief of Staff — Deputy Commander of the 4th Submarine Brigade of the Novorossiysk Naval Base of the Black Sea Fleet of the Russian Navy of the Russian Armed Forces, he exercised direct operational command of the staff, planning, organization, and coordination of the brigade's units' actions, as well as leadership in preparing submarines for combat use.

There are reasonable grounds to believe that this individual is involved in the organization, provision, and coordination of the execution of criminal orders for conducting naval combat operations and carrying out missile strikes (in particular, sea-based cruise missiles) from submarines against densely populated cities, energy and civilian infrastructure facilities that are not military targets.

These actions led to mass casualties among the civilian population and large-scale destruction, constituting an integral part of the Russian Federation's aggressive war against Ukraine and simultaneously bearing signs of violations of the laws and customs of war.

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the non-execution of which is stipulated by norms of international law, thereby becoming an accomplice to the crime.

Aleksandrov failed to exercise his right to refuse the execution of a manifestly criminal order, thereby becoming an accomplice to war crimes.
