According to open registries, while serving as Deputy Commander of the 83rd Separate Air Assault Brigade of the Airborne Forces of the Russian Armed Forces for Logistics, he directly supervised logistics and material-technical support, as well as the preparation and organization of actions of subordinate units.

There are reasonable grounds to believe that this individual is involved in the organization, leadership, logistical support, and assistance in committing war crimes against the civilian population during the occupation of the Vyshhorod district of the Kyiv region.

Specifically, in March 2022, with the participation of units subordinate to him, a torture chamber was set up on the territory of one of the enterprises in the village of Dymer, where hundreds of local residents were illegally detained in inhumane conditions (in a cold, unheated room without sufficient food, water, or access to medical care, with their eyes and hands tied).

Specifically, in March 2022, under his direction, a torture chamber was established in the urban-type settlement of Dymer, where hundreds of civilians were illegally detained in inhumane conditions, subjected to systematic physical violence, torture with electrical shock, beatings, and mock executions. Alikber Alikberov failed to exercise his right to refuse the execution of a manifestly criminal order, thereby becoming an accomplice to crimes against the civilian population.
