According to open registries, as the Head of the Directorate of the Federal Penitentiary Service for the Chechen Republic, being a representative of authority and an official exercising general leadership over units and institutions of the Federal Penitentiary Service in the Chechen Republic, and being aware of the provisions of the Geneva Convention relative to the Treatment of Prisoners of War, he deliberately, in violation of the norms of the said Convention, with the aim of inflicting physical and moral suffering on servicemen of the Armed Forces of Ukraine, issued a criminal order to subordinate officials and internal service military personnel for the systematic cruel treatment of prisoners of war, which manifested in inflicting bodily injuries, traumas, and mutilations upon them, as well as humiliating their personal dignity.
