According to the open registry, while serving as commander of a coastal missile battalion (Bastion coastal missile systems) of the 11th Separate Coastal Missile and Artillery Brigade of the Black Sea Fleet of the Russian Navy, he directly commanded the battalion, planned, organized, and supervised the combat use of Bastion coastal missile systems, as well as preparing personnel for missile launches.

There are reasonable grounds to believe that this individual is involved in the organization, leadership, and direct execution of criminal orders to carry out missile strikes with coastal missile systems against densely populated cities, energy, and civilian infrastructure facilities that are not military targets.

These actions led to mass casualties among the civilian population and large-scale destruction, constituting an integral part of Russia's aggressive war against Ukraine and simultaneously containing signs of violations of the laws and customs of war.

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to fulfill which is stipulated by international law, thus becoming an accomplice to the crime.

Alexei Mikhailovich Arkhipov, as the commander of the coastal missile battalion operating the Bastion coastal missile system, exercised direct command, planning, and operational control over the deployment of these systems. There are substantiated grounds to believe that he was involved in organizing and executing criminal orders to launch missile strikes from the Bastion system against densely populated Ukrainian cities and civilian infrastructure. These actions resulted in mass civilian casualties and large-scale destruction, which constitutes a violation of the laws and customs of war. He failed to exercise his right to refuse the execution of a manifestly criminal order, thereby becoming an accomplice to war crimes.
