Vladimir Lvovich Avtaev is a colonel, head of department — Special Purpose Department "Stvuch" of the Federal Penitentiary Service of the Russian Federation for Arkhangelsk Oblast.

According to open registry data, as the head of the special purpose department of the Federal Penitentiary Service for Arkhangelsk Oblast, being a representative of authority and an official leading the special purpose unit under his command, and being aware of the provisions of the Geneva Convention relative to the Treatment of Prisoners of War, he deliberately, in execution of an order from the head of the Federal Penitentiary Service for Arkhangelsk Oblast, and in violation of the norms of the said Convention, pursuing the goal of inflicting physical and moral suffering on servicemen of the Armed Forces of Ukraine, gave a criminal order to subordinate internal service servicemen for systematic cruel treatment of prisoners of war, expressed in inflicting bodily injuries, traumas, and mutilations upon them using special and other means.
