According to open registries, while serving as Assistant Commander of the large submarine B-268 'Veliky Novgorod' of the 4th Submarine Brigade of the Novorossiysk Naval Base of the Black Sea Fleet of the Russian Navy, he directly assisted the commander in managing the submarine's crew, preparing, organizing, and ensuring its combat deployment.

There are reasonable grounds to believe that this individual is involved in directly ensuring and executing criminal orders for conducting naval combat operations and carrying out missile strikes (in particular, sea-launched cruise missiles) from the submarine against densely populated cities, energy, and civilian infrastructure facilities that are not military targets.

These actions led to mass civilian casualties and widespread destruction, constituting an integral part of the Russian Federation's aggressive war against Ukraine and simultaneously containing signs of violations of the laws and customs of war.

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by international law, thus becoming an accomplice to the crime.

There are substantiated grounds to believe that he was involved in carrying out criminal orders to launch sea-based cruise missile strikes against densely populated cities, as well as energy and civil infrastructure facilities in Ukraine. These actions resulted in mass casualties among the civilian population and large-scale destruction, constituting part of the Russian Federation's aggressive war against Ukraine and violating the laws and customs of war. Basov failed to exercise his right to refuse to execute a manifestly criminal order, thereby becoming an accomplice to these crimes.
