According to open registries, while serving as an employee of the so-called 'Kalininsk Correctional Colony of the State Penitentiary Service of the Ministry of Justice of the DPR,' operating in the temporarily occupied territory, he supervised and controlled illegally detained Ukrainian prisoners of war.
There are reasonable grounds to believe that the individual, being a former citizen of Ukraine, is involved in systematic cruel treatment of prisoners, applying physical and psychological violence, torture, and creating inhumane conditions of detention, which is directly prohibited by the Geneva Conventions.
These actions are an integral part of the criminal policy of the occupying authorities and the conduct of Russia's aggressive war against Ukraine. Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by norms of international law, thereby becoming an accomplice to the crime.
The individual has been notified of suspicion under Part 1, Article 438 of the Criminal Code of Ukraine.
