From March to September 2022, Lieutenant Colonel Valery Buslov, military commandant of the Kaliningrad garrison of the Russian Ministry of Defense (call sign 'Granit'), led the Russian garrison in occupied Balakliia, Kharkiv Oblast. According to Reuters and The Insider, who studied documents from a command bunker on the outskirts of the city, over 200 local residents were held and tortured under his leadership in the district police department building.
