Chekalov Konstantin Konstantinovich

Konstantin Konstantinovich Chekalov is the Deputy Head for Personnel and Educational Work of Federal State Institution Detention Center No. 3 – Main Directorate of the Federal Penitentiary Service of the Russian Federation for Perm Krai.

According to open registries, while serving as Deputy Head for Personnel and Educational Work of Federal State Institution Detention Center No. 3 of the Main Directorate of the Federal Penitentiary Service of Russia for Perm Oblast, he supervised and controlled the detention of Ukrainian prisoners of war.

There are reasonable grounds to believe that this individual is involved in the systematic use of physical and psychological violence, torture, and inhumane treatment against prisoners of war, committed by a group of persons in prior conspiracy.

These actions constitute a gross violation of the Geneva Convention Relative to the Treatment of Prisoners of War and are classified as a serious violation of the laws and customs of war.

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to fulfill which is stipulated by norms of international law, thereby becoming an accomplice to the crime.
