Aleksey Yuryevich Dombrovsky is a major general, deputy head of the Main Directorate of the Federal Service of the National Guard of the Russian Federation for Krasnodar Krai — Main Directorate of the Federal Service of the National Guard of the Russian Federation for Krasnodar Krai.

According to open registries, ignoring internationally recognized principles and safety requirements, as well as Russia's own international obligations as a member of the UN and IAEA, on the night of March 4, 2022, Russian servicemen under the command of A.

Dombrovsky carried out an armed seizure of the industrial site of the Zaporizhzhia Nuclear Power Plant, where 6 nuclear units and an on-site spent nuclear fuel storage facility are located. The armed seizure of the Zaporizhzhia NPP's nuclear installations created unprecedented risks to nuclear and radiation safety not only for Ukraine but for the entire world.

This is the first instance in world history of nuclear power installations being seized by the armed forces of a foreign state. Such facilities are not designed for combat operations and should not be subject to attack in accordance with international law. Russia's actions are qualified as an act of nuclear terrorism.

Earlier, on May 2, 2022, the Office of the Prosecutor General of Ukraine reported suspicion to a Russian general who held the position of deputy head of the Main Directorate of the Rosgvardiya for Krasnodar Krai (according to media reports — Dombrovsky), stating that he personally, as commander, ordered and participated in the forceful seizure of Enerhodar's infrastructure and the Zaporizhzhia NPP together with two battalion tactical groups, resulting in the deaths of 4 civilians.

On July 28, 2026, the Dnipro District Court of Zaporizhzhia, at the request of prosecutors from the Zaporizhzhia Regional Prosecutor's Office, in absentia found Dombrovsky guilty under Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war) in connection with the assault and shelling of the Zaporizhzhia NPP and sentenced him to 12 years of imprisonment; along with him, five other Russian servicemen, including another Rosgvardiya Major General Dmitry Chistyakov, were also convicted in absentia in this case.

The verdict was issued under special judicial proceedings, as the convicted individuals are beyond the reach of Ukrainian justice; the sentence will only be enforced if they are apprehended.
