According to the open register, while serving as commander of the large submarine B-262 "Stary Oskol" of the 4th Submarine Brigade of the Novorossiysk Naval Base of the Black Sea Fleet of the Russian Navy, he directly commanded the submarine's crew, planned, organized, and directed its combat deployment.

There are reasonable grounds to believe that this individual is involved in the direct execution of criminal orders for conducting hostilities at sea and carrying out missile strikes (in particular, sea-based cruise missiles) from the submarine against densely populated cities, energy and civilian infrastructure facilities that are not military targets.

These actions led to the deaths of civilians and large-scale destruction, constituting an integral part of Russia's aggressive war against Ukraine and simultaneously containing signs of violations of the laws and customs of war.

Furthermore, this individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to fulfill which is stipulated by norms of international law, thereby becoming an accomplice to the crime.
