According to the open register, while serving as Deputy Commander of the Crimean Naval Base of the Black Sea Fleet of the Russian Armed Forces for military-political work, he directly supervised the ideological and psychological training of personnel, ensuring the moral readiness of servicemen (in particular, crews of ships and submarines) for unquestioning execution of combat orders.

There are reasonable grounds to believe that this individual is involved in the ideological support for the execution of criminal orders to carry out missile strikes with sea-based cruise missiles against densely populated cities, energy and civilian infrastructure facilities that are not military targets.

These actions led to mass deaths of civilians and large-scale destruction, constituting a component of Russia's aggressive war against Ukraine and simultaneously containing signs of violations of the laws and customs of war.

Furthermore, this individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to fulfill which is stipulated by norms of international law, thereby becoming an accomplice to the crime.
