According to open registries, while serving as head of intelligence of the staff of the 64th Special Purpose Anti-Missile Brigade of the 1st Special Purpose Air and Missile Defense Army of the Russian Aerospace Forces, he organized and directed intelligence activities, collected, analyzed, and summarized intelligence data, provided command with information about the enemy, and provided staff support for the brigade's activities.

There are reasonable grounds to believe that this individual is involved in organizing and providing intelligence support for the execution of criminal orders to conduct combat operations by Russian Armed Forces units that carry out missile and air strikes against densely populated cities, energy and civilian infrastructure facilities that are not military targets.

These actions led to mass casualties among the civilian population and large-scale destruction, constituting a component of the Russian Federation's aggressive war against Ukraine and simultaneously containing signs of violations of the laws and customs of war.

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to fulfill which is stipulated by norms of international law, thus becoming an accomplice to the crime.
