Sergei Ermagenovich Gerasimov — Colonel, Head of Department (from September 18, 2020, to April 22, 2024) — Department of the Federal Penitentiary Service of the Russian Federation for Bryansk Oblast.

According to open registries, the Head of the Department of the Federal Penitentiary Service for Bryansk Oblast, being a representative of authority and an official exercising general leadership over units and institutions of the Federal Penitentiary Service in Bryansk Oblast, and being aware of the provisions of the Geneva Convention Relative to the Treatment of Prisoners of War, acted intentionally, in violation of the norms of the said Convention, pursuing the goal of inflicting physical and moral suffering on servicemen of the Armed Forces of Ukraine, by issuing a criminal order to subordinate officials and internal service military personnel for systematic cruel treatment of prisoners of war, which manifested in inflicting bodily injuries, traumas, and mutilations upon them, as well as humiliating their personal dignity.
