Vitalii Vladimirovich Golovenkov — Lieutenant Colonel, Deputy Chief of Staff for Troop Service and Military Service Safety — military unit 31135 — 1st Motorized Rifle Regiment of the 2nd Motorized Rifle Division of the 1st Tank Army of the Western Military District of the Russian Armed Forces.

According to open registries, while serving as commander of a motorized rifle battalion of the 1st Motorized Rifle Regiment of the 2nd Motorized Rifle Division of the Russian Ground Forces, he directly commanded personnel and controlled the actions of subordinate units.

There are reasonable grounds to believe that this individual is involved in committing a grave war crime, namely — using Ukrainian prisoners of war as "human shields" to cover the movement of his own military equipment and personnel towards the state border of Ukraine.

These actions constitute a gross violation of the Geneva Conventions, which explicitly prohibit using prisoners of war to protect certain points or areas from military operations, and are an integral part of Russia's aggressive war against Ukraine.

Furthermore, this individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by international law, thus becoming an accomplice to the crime.

Such actions grossly violate the norms of international humanitarian law, qualifying as war crimes, creating and implementing real threats to Ukraine's national interests, national security, sovereignty, and territorial integrity.
