According to open registries, while serving as commander of the 40th Mixed Aviation Regiment of the 22nd Heavy Bomber Aviation Division of Long-Range Aviation of the Air Force of the Aerospace Forces of the Russian Armed Forces, he directly commanded the aviation regiment, whose crews are involved in launching missile strikes on the territory of Ukraine.

There are reasonable grounds to believe that this individual is involved in issuing criminal orders for missile launches against densely populated cities and civilian infrastructure objects that are not military targets, resulting in civilian deaths and property destruction.

These actions are an integral part of Russia's aggressive war against Ukraine and simultaneously contain signs of violations of the laws and customs of war. Furthermore, this individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by international law, thereby becoming an accomplice to the crime.
