Aleksei Valerevich Itkulov is a Lieutenant Colonel, Chief of Staff – Deputy Commander – military unit 35020 – 200th Heavy Bomber Aviation Regiment, 326th Heavy Bomber Aviation Division of Long-Range Aviation of the Russian Long-Range Aviation Command.

According to open registry data, while serving as Chief of Staff – Deputy Commander of the 200th Heavy Bomber Aviation Regiment of the 326th Heavy Bomber Aviation Division of Long-Range Aviation of the Air Force of the Aerospace Forces of the Russian Armed Forces, he directly planned combat operations and coordinated the command of the regiment's units.

There are reasonable grounds to believe that this individual is involved in developing flight assignments, routes, and ensuring the execution of orders for missile strikes by strategic missile carriers on densely populated cities and energy and civilian infrastructure facilities, which are not military targets, and have led to mass casualties among the civilian population.

These actions are an integral part of Russia's aggressive war against Ukraine and simultaneously show signs of violating the laws and customs of war. Furthermore, this individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by international law, thereby becoming an accomplice to the crime.
