According to open registries, while serving as commander of the 331st Guards Parachute Regiment of the 98th Guards Airborne Division of the Russian Airborne Forces, and previously holding the position of Chief of Staff — Deputy Commander of the 83rd Separate Air Assault Brigade, he carried out direct operational management, planning, organization, and leadership of the actions of subordinate units.

There are reasonable grounds to believe that this individual is involved in the organization, leadership, and direct provision of war crimes against the civilian population during the occupation of the Vyshhorod district of the Kyiv region.

Specifically, in March 2022, under his leadership, a torture chamber was set up in the village of Dymer on the territory of one of the enterprises, where hundreds of local residents were illegally detained in inhumane conditions (in a cold, unheated room without sufficient food, water, or access to medical care, with their eyes and hands tied).

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by norms of international law, thereby becoming an accomplice to the crime.
