Khamgushkeev Ivan Viktorovich — Senior Rifleman of the 2nd Marine Infantry Company — military unit 13140 — 810th Separate Marine Infantry Brigade of the Black Sea Fleet of the Southern Military District of the Russian Armed Forces.

According to the open register, while serving as a senior rifleman of the marine infantry company of the 810th Separate Marine Infantry Brigade of the Black Sea Fleet of the Russian Armed Forces, he directly carried out combat missions and participated in armed aggression on the territory of Ukraine.

There are reasonable grounds to believe that on June 18, 2025, near the village of Myropillia, Sumy Oblast, this individual was involved in committing a grave war crime — the execution by shooting of a captured Ukrainian border guard (acting jointly with another serviceman).

Subsequently, after being captured by Ukraine, the individual attempted to conceal his involvement in this execution to avoid criminal liability.

These actions constitute an act of extreme cruelty and a gross violation of the Geneva Convention Relative to the Treatment of Prisoners of War, being a component of the Russian Federation's aggressive war against Ukraine and simultaneously containing signs of violations of the laws and customs of war.

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to fulfill which is stipulated by norms of international law, thus becoming an accomplice to the crime.
