Andrei Mikhailovich Khitrov is a Lieutenant, Squad Commander – of the Mobile Special Purpose Detachment (OMON) of the Rosgvardiya Directorate for Kemerovo Oblast-Kuzbass. According to open registries, he took direct part in Russia's full-scale military invasion of Ukraine.
He violated the laws and customs of war, specifically: together with other Russian Armed Forces servicemen in the urban-type settlement of Hostomel, Kyiv Oblast, he deprived civilians of their freedom, held them in a basement where he committed beatings, torture, denied food and water, and simulated executions.
Threatening with weapons, he confiscated mobile phones from civilians. He is being prosecuted in absentia.
