According to open registries, while serving as Head of Missile Troops and Artillery of the Joint Group of Forces (Troops) of the Russian Federation in Ukraine, he carried out direct operational command, planning, coordination, and leadership of subordinate missile and artillery units.
There are reasonable grounds to believe that this individual is involved in the organization, leadership, and direct issuance of a criminal order for the preparation and organization of a ballistic missile strike on the city of Sumy on April 13, 2025, on Palm Sunday.
As a result of this enemy strike, 35 people died, including two children, and 125 people, of whom 22 were minors, received injuries of varying severity.
Additionally, almost 100 civilian infrastructure objects were destroyed and damaged, including apartment buildings, educational institutions, shops, public transport, and architectural monuments of local significance, which are not military targets.
These actions, directed against the civilian population, are an integral part of the Russian Federation's aggressive war against Ukraine and simultaneously contain signs of violations of the laws and customs of war.
Furthermore, this individual did not exercise the right to refuse to execute a clearly criminal order, the obligation not to execute which is stipulated by norms of international law, thus becoming an accomplice to the crime.
