Sergei Ivanovich Kobylash is a Colonel General, Commander of the Air Force — Deputy Commander-in-Chief of the Aerospace Forces of the Russian Armed Forces — Air Force of the Aerospace Forces of the Russian Armed Forces.

According to open registries, while serving as Commander of Long-Range Aviation of the Air Force of the Aerospace Forces of the Russian Armed Forces, he exercised direct strategic command over strategic aviation forces involved in launching massive missile strikes on the territory of Ukraine.
