The SBU announced suspicion against Poplavsky under Part 1 of Article 438 of the Criminal Code of Ukraine (giving an order to violate the laws and customs of war): according to the investigation, during the occupation of Lyman, he personally directed repressions against resistance movement participants, giving orders to torture and abduct local residents. Specifically, on April 20, 2022, he and his subordinates broke into the home of a local entrepreneur, and his wife was locked in the house's basement, threatened with a grenade if the owner refused to cooperate.
