Vyacheslav Viktorovich Volodin has been the Speaker of the Russian State Duma since 2016, and is the 10th chairman of the lower house of parliament. He is a former aide to President Putin. He was first elected to the State Duma in 1999. In 2001, he became the head of the 'Fatherland – All Russia' group, then deputy head of the 'United Russia' faction. He was re-elected in 2003.
He is one of the key ideologists of 'United Russia' and a Kremlin loyalist. He refers to Russians abroad who oppose the government as 'traitors' and 'criminals'. He actively supports the war against Ukraine, characterizing European states as parties to the conflict. He is under Western sanctions for supporting Kremlin policies and undermining Ukraine's territorial integrity.
