From 2016 to 2024, Deputy Defense Minister Timur Ivanov was responsible for property management, military garrison construction, housing, and medical procurement across the Russian Ministry of Defense. Following the Russian siege of Mariupol in 2022, Ivanov took personal charge of allocating billions in federal state contracts designated for "rebuilding" the devastated city.

Investigative records by FBK and iStories exposed that general contracting firms controlled by Ivanov's proxies — most notably "OlympCityStroy" (owned by Aleksandr Fomin) — routinely inflated construction invoices by 300% to 500%, kicking back hundreds of millions of rubles directly into Ivanov's offshore trusts and personal real estate holdings.

The Côte d’Azur Lifestyle: Saint-Tropez Villas and Rolls-Royces

While Russian soldiers lacked basic body armor, medical supplies, and communications gear on the frontline, Timur Ivanov and his wife Svetlana Maniovich spent millions of euros annually on luxury vacations in France and Monaco:

• Luxury Villa Rentals in Saint-Tropez: The family spent over €850,000 renting waterfront villas in Saint-Tropez between 2013 and 2022, paying through Cypriot and Dubai offshore accounts;

• Supercars and Haute Couture: Over €1.2 million was spent on vintage Rolls-Royce Phantom convertibles, bespoke jewelry from Joel Arthur Rosenthal (JAR), and couture shopping sprees at Paris fashion houses;

• Formal Divorce Scheme: In the summer of 2022, Ivanov and Maniovich arranged a sham legal divorce to shield their European assets and allow Maniovich (an Israeli citizen) to travel freely across the European Union unhindered by Western sanctions.

Elite Real Estate: The Rublyovka Palace and Tver Estate

Ivanov's domestic real estate portfolio in Russia exceeded $50 million in declared value:

• The Uspenskoye Estate (Rublyovka): A 1,000-square-meter neoclassical manor with private spa complexes, guest houses, and subterranean bunkers located in one of Moscow's most exclusive gated communities;

• The Pankratovo Estate (Tver Region): A massive 3,000-square-meter imperial-style palace situated on an 8-hectare estate along the Volga River, constructed using military engineering contractors.

Arrest, Kremlin Purges, and the 13-Year Sentence

On April 23, 2024, Timur Ivanov was arrested in full military uniform inside the Ministry of Defense headquarters in Moscow by the FSB Military Counterintelligence Department. His arrest marked the beginning of Vladimir Putin's sweeping elite purge of Sergei Shoigu's inner circle.

In subsequent judicial proceedings, Ivanov was convicted of large-scale bribery (over 1.18 billion rubles) and sentenced to 13 years in a strict-regime penal colony, with all discovered domestic and foreign assets confiscated to the state.
