This distinction is crucial. TulaDron was established as one of Russia's largest centers for the development, testing, and production of unmanned systems. In July 2025, regional authorities separately reported 177.2 million rubles in regional funding for current operations: staff, tools, raw materials, and supplies for the first batches of products. The federal subsidy was directed towards equipment. Later, Governor Dmitry Milyaev estimated the total investment in the center's creation at over a billion rubles.

These sums belong to different categories and periods. They cannot be simply added without a budget breakdown: regional money might have been part of the total volume, and equipment costs could reflect the federal portion. A full financial investigation requires subsidy agreements, procurement procedures, delivery acts, and a list of actually installed machinery.

From Prototype to Serial Production

In January 2025, TulaDron received the status of a scientific and production center for testing and competencies in unmanned aircraft systems. Regional authorities called it one of the ten largest such centers in the country and promised to launch production starting in 2026.

Grigoryev Before TulaDron: A Single Regional Network

Before transitioning to scientific and technological structures, Yevgeny Grigoryev served as Deputy Minister of Economic Development for the Tula region. Such a concentration of positions is not a violation in itself. However, it demonstrates the scale of Grigoryev's authority and explains why the investigation should not be limited to a single line about his detention. The financial and managerial ties of all three organizations need to be examined, without declaring their participants guilty by association.

Civilian UAVs and the Defense Sector

Formally, the Scientific and Production Center was created within the framework of the national project "Unmanned Aircraft Systems," which covers the civilian market. The official website mentions certification, production, integration into the economy, and support for technology companies. The regional program also describes civilian testing, personnel training, and an industrial cluster.

At the same time, the Tula region is one of the largest centers of the Russian defense-industrial complex.
