The 38th Guards Separate Motorized Rifle Brigade (military unit 21720) from Amur Oblast is one of the brigades with the most alarming open testimonies: from a refusal by some personnel to fight in spring 2022 to reports in 2025 of almost complete depletion of its authorized strength. All casualty figures are based on self-reports by servicemen and require cautious interpretation.
The 38th Separate Guards Vitebsk Motorized Rifle Brigade is part of the 35th Combined Arms Army of the Eastern Military District ('Vostok' group). Already in spring 2022, some servicemen of the brigade, located in the border area, refused further participation in combat operations ('mutiny'). In April 2022, InformNapalm documented destroyed equipment of the 38th Separate Motorized Rifle Brigade in Ukraine. According to a July 2025 publication, servicemen of the brigade reported that out of an authorized strength of 3500–4000 personnel, only about 500 remained in service, calling the situation 'critical' and refusing to participate in 'senseless assaults'.
