The 66th Command Brigade (military unit 41600) provides communications for the 49th Combined Arms Army from Stavropol. An InformNapalm OSINT investigation identified brigade servicemen involved in the annexation of Crimea and the war in Donbas; the unit has also been operating as part of the Russian grouping of forces against Ukraine since 2022.

The 66th Odesa Red Banner, Order of Alexander Nevsky Command Brigade traces its history from the 231st Mobile Signal Node of the General Staff of the USSR Ground Forces; from 1993-1998, it provided communications for the peacekeeping mission in Tajikistan, and in the early 2000s, for the federal troop grouping in Chechnya. In 2010, it was reorganized from a signal regiment into a command brigade of the 49th Combined Arms Army. According to the investigative community InformNapalm, servicemen of the 66th Brigade were documented in Donbas, Syria, and in connection with the occupation of Crimea in 2014; the investigation identified at least six servicemen of the brigade who participated in the aggression against Ukraine.
