The 27th Composite Aviation Division (military unit 46434), formed in Crimea in 2014 with its headquarters in Belbek, combines fighter, assault, and helicopter regiments of the 4th Air and Air Defense Forces Army of the Southern Military District (SMD); according to Ukrainian investigation, its flight personnel are involved in strikes on civilian targets in southern Ukraine.

According to the materials of the notice of suspicion issued by the Ukrainian prosecutor's office (Dnipropetrovsk Oblast Prosecutor's Office, July 19, 2023), the flight personnel of the 27th Composite Aviation Division (which includes the 37th Separate Composite Aviation Regiment in Gvardeyskoye, the 38th Fighter Aviation Regiment in Belbek, and the 39th Separate Helicopter Regiment in Dzhankoy) carried out airstrikes on civilian targets in Zaporizhzhia, Kherson, Mykolaiv, and Odesa Oblasts.
