The 119th Guards Missile Brigade (Abakan, 41st Combined Arms Army, Central Military District), armed with Iskander-M OTRK, is, according to the official version of the SBU of Ukraine (in absentia suspicion, 2026), responsible for one of the bloodiest strikes on civilians during the full-scale war: its commander, Colonel Ivan Petrov, on October 5, 2023, ordered a missile strike on the village of Hroza, Kharkiv Oblast, which claimed the lives of 59 people at a memorial service. This SBU version directly contradicts an earlier report by Ukraine's HUR (January 2025), which linked the same strike to Captain Kostiantyn Nahayko of the 112th Missile Brigade (see its entry) – which of the two agencies correctly identified the perpetrator has not been resolved in open sources. Three weeks after the strike, on October 26, 2023, the 119th Brigade received the honorary title 'Guards'.

On October 5, 2023, an Iskander-M OTRK missile, launched from Voronezh Oblast, struck a cafe in the village of Hroza, Kupyansk district, Kharkiv Oblast, where a memorial service for a fallen Ukrainian serviceman was taking place – 59 civilians, including a child, were killed. According to the SBU of Ukraine (in absentia notice of suspicion, 2026), the direct order to launch the missile was given by the commander of the 119th Guards Missile Brigade, Colonel Ivan Petrov; according to the same version, Chief of Staff – First Deputy Commander of the Joint Group of Forces of the Russian Federation, Colonel General Aleksey Kim, Vice Admiral Sergey Pinchuk, Rear Admiral Aleksey Petrushin, and Colonel Dmitry Kozlovsky also participated in the preparation and decision-making for the strike. All five have been notified in absentia of suspicion of violating the laws and customs of war, combined with intentional murder by prior conspiracy of a group of persons. An important caveat: this directly contradicts an earlier report by the HUR of the Ministry of Defense of Ukraine (January 2025, widely circulated by NV.ua and other publications), which linked the same strike to Captain Kostiantyn Nahayko's battery from another unit – the 112th Guards Missile Brigade (Shuya, see its entry). Both agencies are official bodies of Ukraine, and open sources do not allow for determining which version is accurate; it is possible that this is a confusion between Iskander-equipped units, or a clarification of the HUR's version by a later SBU investigation. Notably, on October 26, 2023, three weeks after the strike on Hroza, the President of Russia awarded the 119th Brigade the honorary title 'Guards'.
