The 26th Guards Neman Red Banner Missile Brigade (military unit 54006), stationed in Luga, Leningrad Oblast, is the first formation of the Russian army to be fully re-equipped with the Iskander-M operational-tactical missile system (2011). The Ukrainian human rights organization Truth Hounds, following a field investigation, established with a high degree of probability that this particular brigade, under the command of Colonel Pavel Rusakov, carried out a missile strike (Iskander-K) on the drama theater in Chernihiv on August 19, 2023, killing seven people and injuring 214; investigators identified part of the brigade's personnel and its command using open-source data. In 2025–2026, the brigade itself was repeatedly subjected to strikes by the Ukrainian Armed Forces, including the death of at least eight servicemen when Iskander positions were hit in Bryansk Oblast on June 5, 2025.

Involvement in crimes / areas of activity
The Ukrainian organization Truth Hounds (a laureate of the Norwegian Helsinki Committee's Sakharov Prize, documenting war crimes since 2014), following a field mission and OSINT investigation, established that the strike with an Iskander-K cruise missile on the T. H. Shevchenko Music and Drama Theater in Chernihiv on August 19, 2023 (7 killed, 214 injured, 10 administrative and 66 residential buildings damaged) was highly likely carried out by the 26th Missile Brigade of the 6th Combined Arms Army, stationed in Luga; investigators identified the launch vehicles and part of the brigade's personnel, led by its commander, Colonel Pavel Nikolaevich Rusakov.
