Akhmadeev Denis Raufovich is a Colonel, regiment commander — military unit 83122 — 44th Separate Special Purpose Aviation Regiment of Long-Range Aviation Command.

According to open registry data, while serving as commander of the 44th Separate Special Purpose Aviation Regiment of Long-Range Aviation of the Air Force of the Aerospace Forces of the Russian Armed Forces, he directly commanded the aviation regiment, which is armed with X-47M2 Kinzhal aeroballistic missile carrier aircraft (MiG-31K), systematically involved in missile strikes on the territory of Ukraine.

There are reasonable grounds to believe that this person is involved in issuing criminal orders to crews to launch aeroballistic missiles of the Kinzhal aviation missile system at densely populated cities, critical infrastructure facilities, and residential buildings, which are not military targets, the consequence of which was the mass death of civilians and large-scale destruction.

These actions are an integral part of Russia's aggressive war against Ukraine and simultaneously contain signs of violations of the laws and customs of war.

In addition, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by norms of international law, thereby becoming an accomplice to the crime.

Colonel Denis Raufovich Akhmadeev, commanding the 44th Separate Special-Purpose Aviation Regiment, bears direct responsibility for systematic missile strikes against the territory of Ukraine. Under his leadership, the regiment employs carrier aircraft for Kh-47M2 Kinzhal aeroballistic missiles (MiG-31K) to carry out attacks. There are well-founded grounds to believe that Akhmadeev issued criminal orders to flight crews to launch missiles at densely populated cities, critical infrastructure facilities, and residential buildings that do not constitute military targets. These actions resulted in mass civilian casualties and large-scale destruction, which constitutes a violation of the laws and customs of war. Colonel Akhmadeev failed to exercise his right to refuse the execution of a manifestly criminal order, thereby becoming an accomplice to war crimes.
