According to the Ukrainian human rights organization Truth Hounds (investigation published in November 2023) and confirmed by RFE/RL, Colonel Vitaly Bobyr and servicemen of the 47th Missile Brigade of the 8th Combined Arms Army are responsible for the 'Iskander' missile strike on the Ria Lounge pizzeria in Kramatorsk and the village of Bilenke on June 27, 2023. The strike killed 13 people, including Ukrainian writer Victoria Amelina and citizens of Colombia and the USA, and wounded over 65 people.
