According to open registries, while serving as commander of an aviation squadron (on Tu-22M3 aircraft) of the 52nd Heavy Bomber Aviation Regiment of the 22nd Heavy Bomber Aviation Division of Long-Range Aviation of the Air Force of the Aerospace Forces of the Russian Armed Forces, he directly commanded the unit and personally participated in combat sorties.

There are reasonable grounds to believe that this person is involved in the use of "carpet bombing" tactics and the delivery of strikes with unguided aerial bombs of ultra-high power (specifically FAB-500, FAB-3000) on densely populated areas of the city of Mariupol and the territory of the "Azovstal" enterprise, which did not have an exclusively military purpose in conditions of dense urban development.

These actions, which are qualified as indiscriminate attacks and are unprecedented examples of massive bombing of a European city since World War II, led to the total destruction of civilian infrastructure and mass deaths of the civilian population.

These actions are an integral part of Russia's aggressive war against Ukraine and simultaneously contain signs of grave violations of the laws and customs of war.

In addition, the person did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is provided for by norms of international law, thus becoming a direct perpetrator and accomplice to the crime.
