Case summary
Leonid Pasechnik is a former Lieutenant Colonel of the Security Service of Ukraine (SBU), who until 2013 headed the Stakhanov Interdistrict Department of the SBU. In 2014, he defected to the pro-Russian separatists in Luhansk Oblast.
Since October 2022, he has served as the acting head, and since September 23, 2023, as the head of the LPR occupation administration, elected by the People's Council.
He is under sanctions by the US, EU, UK, Canada, Switzerland, Australia, New Zealand, and Japan for leading occupation structures and participating in the organization of the illegal 2022 referendum on joining Russia.
In July 2024, a Ukrainian court sentenced him in absentia to 12 years in prison with confiscation of property for collaborationism and encroachment on the territorial integrity of Ukraine; earlier, in October 2023, the SBU notified him of suspicion of high treason. "
