The 11th Separate Coastal Missile and Artillery Brigade of the Black Sea Fleet (Utash, Anapa) is a regular participant in long-range Bastion-P/Oniks strikes on Ukrainian territory; a repeated search allowed naming a previously anonymous officer, Roman Evgenievich Pinaev, whom the 'Book of Executioners' project links to these strikes. Documented cases of commanders' deaths or other losses of the brigade have still not been found.

The 11th Separate Coastal Missile and Artillery Brigade of the Black Sea Fleet is one of the main operators of the Bastion-P coastal missile system with Oniks cruise missiles, used for long-range strikes on Ukrainian territory, including port and critical infrastructure in Odesa and Mykolaiv Oblasts. A human rights project for identifying war criminals links a specific officer — the deputy commander of the coastal missile battalion for military-political work — to these strikes. A repeated search allowed identifying this officer through the same profile of the 'Book of Executioners' project: it is Roman Evgenievich Pinaev, who, according to the profile, from July 1, 2022, to October 1, 2024, successively held the positions of launch unit crew chief of the Bastion complex's launch battery, and then battery commander — launch unit crew chief of the Bal complex's launch battery; the project links him to missile strikes on Ukrainian territory during this period. Note: this job description (launch unit/battery commander) differs from the formulation 'deputy commander of the battalion for military-political work,' previously adopted in the card — it is possible that this refers to different periods of his career or an inaccuracy in one of the formulations; the exact sequence of positions requires verification with the original source.
