According to open registry data, while serving as commander of an aviation squadron (on Tu-160 aircraft) of the 121st Heavy Bomber Aviation Regiment of the 22nd Heavy Bomber Aviation Division of Long-Range Aviation of the Air Force of the Aerospace Forces of the Russian Armed Forces, he directly commanded a unit of strategic missile carriers and personally participated in combat sorties.

There are reasonable grounds to believe that this individual is involved in the organization and direct execution of criminal orders for launching long-range cruise missiles (specifically X-101/X-555 type) at densely populated cities, energy, and civilian infrastructure objects, which are not military targets.

The consequence of these actions was the mass death of civilians and large-scale destruction. These actions are a component of Russia's aggressive war against Ukraine and simultaneously contain signs of violations of the laws and customs of war.

Furthermore, this individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by international law, thus becoming a direct perpetrator and accomplice to the crime.
