There are reasonable grounds to believe that this individual is involved in the direct execution of criminal orders to launch missile strikes on civilian and critical infrastructure in Ukraine, specifically participating in combat sorties on the days of missile strikes on the oil depot and airfield in Vasylkiv, Vinnytsia airport, Kyiv TV tower, Darnytsia Car Repair Plant, Alfavito Hotel, and the historical center of Kyiv.
Furthermore, he participated in strikes on energy infrastructure facilities in many regions. These actions aimed to intimidate the population, destroy civilian infrastructure, and create man-made disasters, which led to numerous civilian casualties and large-scale destruction.
These actions are an integral part of Russia's aggressive war against Ukraine and simultaneously contain signs of grave violations of the laws and customs of war.
In addition, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by international law, thus becoming a direct perpetrator and accomplice to the crime.

As part of the decision by the National Security and Defense Council of Ukraine on sanctions against 121 servicemen of the Russian Federation (commanders of long-range aviation, Navy, and missile-artillery units) responsible for missile strikes on Ukraine, enacted by decrees of President Volodymyr Zelenskyy on April 9, 2026, he was included in the sanctions list.
