Case summary
Viktor Vasilyevich Zolotov has been the Director of the Federal Service of the National Guard Troops (Rosgvardiya) since 2016. An Army General and a member of the Security Council of the Russian Federation, he was born in Sasovo into a working-class family and previously worked as a metallurgist. He served as a former bodyguard for both Putin and Sobyanin.
Following Prigozhin's mutiny in June 2023, Rosgvardiya received tanks and heavy weaponry. By May 2024, it had acquired 36 tanks, artillery, and mortars; by September 2025, it is slated to receive tank units, anti-tank guns, self-propelled artillery (SPG), and multiple rocket launch systems (MLRS).
Zolotov is actively consolidating personal power by establishing his own 'Kremlin tower' (a faction within the Kremlin power structure). He is currently under sanctions by the USA, EU, UK, and Canada.
