Arkady Romanovich Rotenberg is a Russian oligarch and billionaire. Together with his brother Boris, he is a co-owner of Stroygazmontazh (SGM Group), Russia's largest construction company for gas pipelines and power lines. A childhood friend of Putin, they practiced judo together in Leningrad.
He received enormous state contracts under Putin, including the construction of the Power of Siberia gas pipeline, the bridge to Crimea, and facilities for the 2014 Sochi Olympics. He has been under US sanctions since 2014 and EU sanctions since 2014. He actively uses proxies and relatives to circumvent sanctions.
