' Born in Leningrad (St. Petersburg), he is the owner and Chairman of the Board of Directors of Bank Rossiya. Kovalchuk controls numerous television channels and media companies. He established networks of offshore companies for the enrichment of Putin and his inner circle. The Panama Papers revealed that Kovalchuk transferred at least $1 billion to offshore structures.
He is one of Putin's closest friends and a member of the 'Ozero cooperative,' which owns dachas on Komsomolskoye Lake near St. Petersburg.
