Boris Romanovich Rotenberg is a Russian oligarch and billionaire, younger brother of Arkady Rotenberg. He is a co-owner (with his brother) of SGM Group (StroyGazMontazh), Russia's largest construction company for gas pipelines and power lines. He is also the founder and co-owner of SMP Bank, and the owner of the Dynamo Moscow ice hockey club and SMP Racing.
A childhood friend of Putin, they practiced judo together in Leningrad. He received multi-billion dollar state contracts under Putin. Rotenberg has been under US sanctions since 2014 and EU sanctions since 2014. Together with his brother, he actively circumvents sanctions through nominee owners.
In July 2026, the Carnegie Endowment reported on possible arrests among the Rotenberg brothers' associates, which could signal a loss of Putin's favor.
