Ivan Valerevich Bondarenko is a Lieutenant Colonel, commander of an aviation squadron (on Tu-95MS) — military unit 75715 — 182nd Heavy Bomber Aviation Regiment, 326th Heavy Bomber Aviation Division of Long-Range Aviation of the Long-Range Aviation Command of the Russian Federation.

According to open registries, while holding the position of commander of an aviation squadron (on Tu-95MS aircraft) of the 182nd Heavy Bomber Aviation Regiment of the 326th Heavy Bomber Aviation Division of the Long-Range Aviation Command of the Air Force of the Aerospace Forces of the Russian Federation, he directly commanded the unit and personally participated in combat sorties.

There are reasonable grounds to believe that this individual is involved in organizing and directly executing criminal orders for launching air-launched cruise missiles at densely populated cities, energy, and civilian infrastructure facilities that are not military targets, resulting in mass casualties among the civilian population and large-scale destruction.

These actions are an integral part of Russia's aggressive war against Ukraine and simultaneously contain signs of violations of the laws and customs of war.

Furthermore, the individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by norms of international law, thereby becoming a direct perpetrator and accomplice to the crime.

Lieutenant Colonel Bondarenko, Ivan Valerievich, commanding a Tu-95MS aviation squadron, personally participated in combat sorties during which cruise missiles were launched. There are substantiated grounds to consider him involved in the organization and execution of criminal orders to shell densely populated cities, as well as energy and civil infrastructure facilities in Ukraine that are not military targets. These actions resulted in mass civilian casualties and large-scale destruction, which qualifies as a violation of the laws and customs of war. Bondarenko failed to exercise his right to refuse the execution of a manifestly criminal order, becoming a direct perpetrator and accomplice to war crimes.
