Case summary
Dmitry Kiselyov is the Director General of the state-owned media holding agency Rossiya Segodnya (established by Putin's decree in December 2013 on the basis of RIA Novosti) and the host of the Vesti Nedeli weekly news program on Rossiya-1.
On March 21, 2014, the European Union added Kiselyov to its sanctions list, designating him as a "central figure of state propaganda" supporting the deployment of Russian troops to Ukraine. Kiselyov appealed the decision, but on June 15, 2017, the EU General Court dismissed the lawsuit and ordered him to pay legal costs; the sanctions have been regularly extended ever since.
On March 16, 2014, the day of the Crimean "referendum," Kiselyov stated on air that Russia is the only country capable of turning the United States into "radioactive ash"; he repeated a similar statement in April 2024, amid the full-scale war against Ukraine.
