Case summary
Tigran Keosayan (1966–2025) hosted the propaganda program "International Pilorama" on NTV from 2016 to 2024, where, following February 2022, he publicly justified the war against Ukraine and attacked opponents of the invasion.
On February 28, 2022, he became one of the first Russian television presenters to be sanctioned by the EU for supporting policies that undermine Ukraine's territorial integrity; subsequent sanctions were introduced by Switzerland, the United Kingdom, Australia, Canada, and Ukraine (in October 2022, as a propagandist).
In 2022, he publicly demanded that Kazakhstan "take a stand" on supporting the Russian invasion, prompting Kazakh authorities to declare him persona non grata. He was married to RT Editor-in-Chief Margarita Simonyan; he died in September 2025.
