There are reasonable grounds to believe that this individual is involved in the direct execution of criminal orders during combat operations in densely populated areas, which were accompanied by the use of weapons against civilians, illegal seizure and destruction of civilian infrastructure objects that are not military targets.

These actions led to large-scale destruction and civilian deaths, constituting a component of Russia's aggressive war against Ukraine and simultaneously containing signs of violations of the laws and customs of war.

Furthermore, this individual did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to execute which is stipulated by norms of international law, thereby becoming an accomplice to the crime.
