Nikita Mikhalkov is a film director and, since 1997 (with a hiatus in 2008–2009), the permanent chairman of the Union of Cinematographers of Russia, re-elected to this post in December 2025; author of the "Besogon TV" program, which has broadcast conspiracy theories since 2011 and, following February 2022, has systematically justified and supported the Russian invasion of Ukraine—with excerpts from the show included in the mandatory school curriculum as of late 2025.
On December 16, 2022, he was included in the EU sanctions list under the ninth sanctions package and is also under sanctions by the UK, Canada, and Switzerland; in January 2023, he sent an open letter to the EU Council criticizing the sanctions, repeating Russian propaganda narratives about Ukraine therein.
