Vladimir Rostislavovich Medinsky has served as an aide to the President of Russia since 2020, and previously as Minister of Culture (2012-2020). Born July 18, 1970, he is a historian and propagandist, and one of the principal ideologues of 'Putinism' and Russian imperialism.
He led the Russian delegation during negotiations with Ukraine in Istanbul (March 2022), though the talks ultimately failed. He was again appointed as a negotiator in 2025. Medinsky is the author of books that glorify 'Russia's greatness' and justify aggression, making him a key figure in the development of the Kremlin's ultranationalist ideology.
